This is downright impossible. The standards they mention are justified, but getting someone that can speak fluent Arabic without having relatives in that foreign country is downright close to impossible. Middle Eastern Americans barely dent into a second/third generation as-is, let alone ones with the skill and mental discipline they need. Those that make the cut will no doubt make for a very, very, small percentile of the candidate pool, if any. Maybe they should offer incentives to those with potential to come over, like instant citizenship for relatives that pass basic background checks or somesuch.
